The Chief Minister expressed confidence about implementing the anti-goonda law. One part of the Bill has already been passed as law in the Assembly and has been implemented in the state. Another part, for its implementation, has been sent to the Union Home Ministry. The Union Home Ministry will send it to the President, the Chief Minister clearly stated at a press conference at Nabanna.

The anti-goonda law has been introduced by the state by virtue of the powers under Schedule 7 and Article 254(2) of the Constitution. By virtue of this power, one part of the Bill has already been implemented as law, the Chief Minister said.

Suvendu Adhikari said that the Bill has been sent to the Home Ministry. In the case of obtaining the President's assent to any Bill, it has to go through the Home Ministry.

In this case, the Bill has two parts. One part has been implemented, meaning it has come into effect. Under this, property will be confiscated. Three times the amount will be recovered along with interest. We have taken action in several cases. Action has been taken in connection with the vandalism of a police outpost in Asansol.

The second part concerns preventive arrest. The Bill nowhere uses the term "goonda". The Chief Minister said that the Bill is transparent and has been introduced entirely within the powers of the state.

He further said that the NDPS Act provides for such provisions, and that Andhra Pradesh and Kerala had brought amendments to the CrPC and IPC in connection with the NDPS provisions. Therefore, they had sent their Bills to the President.

The Chief Minister said that here, we have kept a sentence of up to three years as non-bailable. That is why it has been sent. It has not yet reached the President. It is with the Union Home Ministry. The government has held discussions. The process of seeking opinions and advice from legal experts is underway. It is within the system of the Home Ministry.
